Or it could be the fact that he was already too close at the beginning after he got out of the fire, and to try and reclaim distance, he's trying to use element of surprise to gain enough time to acquire the necessary distance.

Or could it be that his Reactions are slow and he should have jumped away with his "Jet-Pack" as soon as he heard the Sword-Guy talking? ^^

I believe the bountyhunter is so confident with his gadgets and guns, and thinks that a guy with a sword wouldn't be too much trouble for a quick long range type guy.

But, by my guess, the swordsman is skilled enough to take the bountyhunter, and his fancy shmancy weapons.
