This is said of the Noldor in the appendices of LoTR. All Elves that Tolkien mentions in his writings are white, although most have dark hair. This makes sense from an external viewpoint, as they were based on Nordic and Celtic myths. It also makes sense (sort of) internally—the Elves awakened in the dark at Cuivienen and thus did not need skin pigment for protection.
I believe that if Tolkien had envisioned Elves with darker coloration he would have mentioned it—he does note the existence of darker, even brown, skins among Men (including good guys—some of the Haladin and Beorians) and Hobbits. Darker-skinned Elves are featured in some fan fiction, but that’s about it. If you want to include them in your personal head-canon, enjoy.
In short, all characters that weren't white, he mentioned. Keep in mind he derived his legends from Nordic Mythology, which is European and the concepts such as racism, sexism and political correctness were non-existent. I strongly suspect that Tolkien saw all Elves as white (I guess he would have said “fair-skinned”), and with essentially idealized European features.
In his own words, he wanted to make “a mythology for England”, not some 21st-century politically correct mythology for a more racially diverse Europe as it emerged decades after his death. Let us not retroactively accuse him of racism because his concepts of beauty were formed in one specific culture during one specific period of history.

Awesome! They really look different and creative, just the sons of Finarfin are a little bit to pretty. Fun thing I always imagined Nerdanel dark skinned (Tolkien says at one point red hair was a trait of her kin, but not of herself) and I always though Caranthir was called "the Dark" because he inherited his mother's dark skin.
I think your designs for Feanor, Argon and Eol look best!
