Ok this is simply personal opinion here, but soft coloring and cel shading rarely work well with one another, in this pic it actually works since you didn't overdo the soft side so it's not distracting. Something to keep in mind for the future.
A few other brief suggestions. Try not to use highlights over the shading, which it looks like in the hair. You may also want to more match the colors of the highlights to the color it's reflecting off or the light source glow. (You know add a slight tint to it)
The little lace/ribbon type thing looks kind of weak and badly colored compared to the rest of the piece. You may want to focus on the smaller lines a little more just in general.
Um I think that's about it. Overall a pretty good piece. If you ever need any help with CG'ing feel free to note me as nearly 90% of my works is CG only, so I sorta know what I'm doing.
Oh and if your not that great with CG'ing you could've fooled me. It looks pretty damn good for someone who's still learning.

This... is... awesome! It looks so good! It surprises me that you did this wonderful job, and don't know how to use layers! Well, I guess I could tell you. What you do is sketch on one layer. Add another to ink. Then erase the sketch and color the pic on different layers. For instance, the color of her shirt would be on layer, her hair on another, so on and so forth. If you go past your main inked lines, just erase the parts that did. That is the most basics of using layers. There are other kewl stuff about it, but that'd take more space. Good luck with cg-ing! I think the coloring looks fine, you just need more practice! ^^ Layers are not hard to use! You'll get used to it in no time!
Anyways, I think the bg looks pretty too I never draw bg's, so for me it's nice!
