1. Set a big canvas,
2. Figure out proportions,
3. Sketch out facial features (If you can see it's not that accurate especially with cheek/eye/ear level but close enough),
4. I usually make a new layer set it to multiply and block out base colours with any brush which has no texture (can be with no opacity shift),
5. Put main shadows with any brush it can have texture and opacity and flow levels adjusted it doesn't matter,
6. Merge those two layers,
7. Make the brush a bit smaller with texture (medium-ish for such painting) and continue blocking out
8. Continue blocking out with more than one differently textured brush, that's mostly for hair though since face I think had max 2 different textured brushes, because it's skin and has smoother texture than hair.
9. Continue drawing and adding details with small brush.
10. For some /extra/ stuff the colour can be edited with some gradient map layer set to maybe soft light and 20% visibility, doesn't matter. It's only if seems like it needs it. For example I only used such layer with light orange airbrush to warm up her face.
That's mostly how I paint basically everything that doesn't have line art.

Excellent likeness! I particularly love how you've conveyed the texture of the hair in rough strokes. In the past, I've had issues with similar hairstyles taking up more time than the rest of the image put together, so I'm highly impressed.

Thank you! This was such a fun painting to paint. Also it is quick because for past year I was painting a lot of black people. It's just a great diversity in such rich skin tones, hair texture and hairstyles :0
