For all of the lack of character some say that Tesler possesses, I find that his qualities hold strong reflections with some of the protagonists, and his presence also grants some insight into the command chain of CLU's forces and workings.

Lacking information, his own acts of secrecy, his self-modifications, personal weaponry, and all manner of other aspects keep him interesting.

Personally, I find he makes a great counterbalance to Able. Both have a heavy, older build to their facial structure, and I draw a parallel of Tesler being a military commander, whilst Able is a leader among mechanics... I joke further that I'd fear a base of mechanics more than I would a set of soldiers.

After all, a solider is immediately recognizable; a mere mechanic can melt into a crowd. Soldiers might now how to operate military devices and vehicles - but a mechanic might know tricks for sabotage , intelligence-gathering, and just how to disable certain operating devices.

The more episodes that'd been aired, the more I'm becoming creepied out by Tesler. I don't know how, but he's creepy. O_o
