Replicating the effect:
- Prepare a pixel filter as seen in the image; first, make a 1 px horizontal scan line. Then, displace the scan line vertically every next 2 px,
- Draw a sky with a messy pixel brush. Imitate something resembling clouds, but don't put too much effort into it otherwise. For the sky I individually picked nice colours for the lighter and darker parts: the lighter part is #EEEFEA , the darker part is #E3DFD6
- Draw a pure black foreground,
- Draw buildings in a single colour, with buildings further back having slightly lighter colours. The first layer is #333333 and #4A4A4A for details. The next layer is #7E7E7E . Finally, #969696,
- Apply a filter on every next building layer. For the closest, I used #993300. The next layer is #FF6600 . The furthest if #FF9900 . The sky uses #FFCC00 . These are default colours on the PhotoFiltre Studio X palette, although you could easily put more effort into colour picking as well;

In the end, minimal detailing effort with five gray colours, two sky colours and a foreground colour - plus four filter colours - gives the result shown.
