This purple-eyed core was installed into GLaDOS when she began flooding the Enrichment Center with a deadly neurotoxin to stop her from doing so. It neither speaks nor moves around, even when held. However, GLaDOS comment in Portal 2 about hearing the voices of others giving her morals, this means the Morality Core was still able to tell her what to be done.

I've heard that GLaDOS called that thing first: Thing-we-don't-know-what-it-does. when it was incinerated from the Aperture Science Emergency Intelligence Incinerator, GLaDOS knew what was that.

The morality Core ironically if unintentionally, presents the classic moral that the easiest way for the wrong to win is for the right to do nothing. The moral core in the first game was totally silent, and unresponsive, and GLaDOS STILL tried to murder you with it installed and was still a liar.

Then again it was likely hastily and clumsily put together since 'Morality' is not something Aperture Science had that big a grasp on anyway.
