It's a subliminal message. The whole thing is telling kids not to be creative, because bad things come of it. Observe:
1) The clown painting was really good and creative, but the notebook said to "slow down", and then destroyed said painting.
2) "Green is not a creative color", because it wasn't on the color wheel. Therefore, anything "the man" doesn't approve of isn't creative.
3) All that scary stuff near the end is showing whatchappens when creativity is allowed to run rampant; bad, creepy things.
