Cons:
It is pretty weak
The effect is not that amazing

Whenever you are picking out level 4 or less monsters, you always want to choose monsters that have very high attack, or attack lower than 1500, which makes it easy to add to your hand. When you pick a weaker monster, it is generally because that monster has a nice effect.

While this card is easy to get in your hand or on the field, it is also very weak . . . The effect is not all that great either. at most, it can give you back 2000 life points. Keep in mind though, that keeping one monster, let alone five is very hard, and they have to stay out until the beginning of your next turn, giving the opponent a great chance to destroy your monsters. You could combo this with [Scapegoat] and a card to protect it such as [Messenger of Harmony]. Or you could create a lock protecting weak monsters and maybe allowing you to get more monsters onto the field by using [Gravity Bind], in which case Pikeru's 1200 attack is actually pretty high. But still, Gravity Bind decks have not been very powerful, because the opposing side still has stronger monsters . . .

The really nice thing about this monster is its stats. light, spell-caster, level 2, 1200 attack (which can deal a pretty nice chunk of damage in a pinch). With this card, you could make a pretty interesting spell-caster/messenger deck.

The deck would be filled almost completely with spell-casters, weak ones especially, using apprentice magician to get out other cards like Pikeru or [Magical Scientist], also using [Dimension Magic] to bring out stronger spell-casters such as [Magical Marrionette] or [Black Magician of Chaos]. This would very easily get dark and light monsters in the graveyard in order to summon [Chaos Soldier -- Messenger of Creation] or [Chaos Dragon -- Messenger of the End].

Over all, Pikeru is not all that great a card, however she does have the potential to be a stable filler card for some types of decks, definitely not un-playable.

I think she's just so adorable! Maybe not a balance to the incredibly powerful [Black Magician], but she's still uber kawaii! And she has a very interesting out-fit. Very creative! Good job Takahashi-Sensei!
