Possibly, plus the writers wanted to use the sections of the cities that ended up not appearing in the final result, who knows. even the premisse can be good, as in the story and nick and Judy's cases CSI style or something and at the same time each episode would give us a lesson in society that goes beyond the bigotry theme in the movie, kinda kinda like a spiritual successor to Fillmore!
