beings as you two are traveling inventors i really don't think you had the money to buy another fake mustache for him to wear
what does being a unicorn have to do with it? flim and flam are inventores not barbers therefore their magic would probably lean towards the process of inventing rather than the growth of facial hair. that is unless their like twilight in that they are gifted in various schools of magic, in which case celestia would have likely brought them to her school for gifted unicorns where they could have learned many other skills in order to make thier living which would be much moree profitable than trying to run hardworking ponies out of town in order to sell apple cider.
Tl;DR:flim and flam probably don't know how to magically grow facial hair.
