I think she is seen as a tomboy in the games too. I think the sign outside her gym sais "Cerulean City Pokémon GymLeader: MistyThe Tomboyish Mermaid!" but i might be wrong about that. So yea she is a tomboy in both the game and anime even tho she doesn´t really show it in game that i know.
Also, not to be that guy but for info. I think she had that outfit in pokemon yellow the first time. Else she usually has a two piece or a one piece swimsuit. I really do like this look on her tho.
You should also see her appearance in gold/silver/crystal because she has a different hairstyle that is pretty nice

To be fair, none of the gym leaders really had the screentime to demonstrate their personality beyond a few lines in the games (well, RGBY, at least- I didn't play past gen 1).

Yea but then maybe you shouldn´t write out a personality either. And they have had several games to give misty a personality but she still does not come out as a tomboy to me. Not even in masters where they have story missions with specisfic characters. But i do get your point.

November 16 --- Misty’s birthday(Misty could have been 11 when they first met)
(Those are the official dates)
The first problem is the Princess Day episode which is March 3. Ash and Misty have to be 11 at that point in time.
In a later episode, Professor Oak said the League match was 3 months away, which would place it in June
