And at that point she was doing it for business and for the fact she loved to cause wars. Japan's lucky she didn't want to do more damage (not sure if she had the man power for the operation. Dunno if she had just the mafia members out there with her or just her Desantniki troops.) Either way, its probably good she left lol.

Well the branch out in Thailand is only a branch, the main mafia is in Russia so probably whoever runs the mafia over there. Given the historical setting of this...you may be able to find out who was running the mafia at this time.
