With lots and lots and lots of steel tie wire (fencing wire) there is at least 5 layers of wire in the wings (more closer to the inner parts, each wing is 85cm), a formed shape frame of at least 5 layers of wire across where it fits her back (under the vest) to spread the weight evenly, fitted with elastic over both shoulders and across the lower chest.
The chandeliers are made of a single 75cm run of tie wire folded and ending in a hook which locks into a loop formed with the wire in the wing sections. Each has 3 LEDs which are all wired back to an 8xAA battery pack under her skirt. There is a switch on the left wing. The batteries last over 10 hours at full brightness.
The wings are covered in foam (copper pipe insulation) and covered in black duct tape.
The chandeliers are multiple layers of cello paper tied on with cable ties.

I spent two sleepless nights making them for AVCon 2011, Thursday night,(after spending all day setting up and attending Opening Night,) Friday night , and Saturday morning at the convention to finish off.
