No, her image was based off of a girl I worked with. She's actually Asian, but her look worked for the character. I love Eartha Kitt's voice for the Yzma though.

It does work. I can see the Asiatic features. Meso-Americans often look much like Asians.

And...yes. I would say Miss Kitt's performance was puuuuuuuuuuurfect.
