This is the quartic pinwheel substitution as shown on the tiling encyclopedia: tilings.math.uni-bielefeld.de/…
It took me quite a while to figure out. The inflation factor is a complex (fourth degree) algebraic Pisot number. Thanks to the substitution scheme I could calculate this ratio with some trigonometry and solve some algebraic equations. Overal this tile was a real challenge
