I've been told he's based on a swimming Bird, so the tubes are supposed to resemble scuba gear. He does enjoy going underwater, so I'd assume he uses the tubes to vent or store energon when he goes on extensive flights or swimming trips. ((I'm honestly still trying to figure it out. But this is all that I've come up with,,,
