I have a theory about Chara.
First of all, Chara and Frisk have the same soul color: Red. Furthermore, Asriel confuses Frisk for Chara and the player names Chara and sees Chara's name in the menu windows. Its not until you beat the Pascifist ending that you even learn name of the child you've been controlling.
Chara is supposed to have truly died when Asriel perished. At least, there's no more body. Frisk is the reincarnation of Chara, the inheritor of their soul. This is why say, Flowey's murders over many resets didn't cause the end of the world.
Maybe it was "Fate" that Frisk would climb Mt. Ebott, or maybe Frisk always felt drawn to the Mountain, as if something inside was missing, and went to where the other half their soul rested.
But, more than that, perhaps Chara is the source of Frisk's power. Building up from within Frisk, Chara's determination, cruelty, and share of Super-Asriel's strength become manifest. Chara really is the source of Frisk's LV. Chara, through Frisk's actions, realizing their full potential as a destroyer.
Until it is time to end the world.
(It could just be that Chara has become a wraith-demon when Asriel died, and hangs around in the void with Gaster, but that's kind of a lame revelation for those of us who never found Gaster in the game.)

I think that Chara and Frisk were experiments done by the humans in an attempt to harness the magical abilities of monsters and maybe humans were trying to partially recreate monsters.

Well....that would explain why they seem to have more power.
Its a little fuzzy on how Determination works (Flowey had absolute control of the timeline for all of his flower-existence...until Frisk fell down to the Underground? Why? When you go back in time, you affect the ENTIRE UNIVERSE, not just the hole you are in, so if Frisk had more determination than Flowey, then why wasn't Flowey's save powers nullified way way before?), but there has to be a reason why Frisk has so much determination. Since the other humans died and stayed dead, its safe to assume that they were tapped out.
Heck, Flowey is almost the exact opposite of Chara/Frisk experiments in your headcannon: a monster (or at least the dust of one) created (accidentally) with the ability to use a human's time-bending determination powers. Instead of merging with other Monsters like the Amalgamates, it had already merged with....a flower. And apparently he can remember Frisk's actions? Are the other humans able to? I mean, do the six souls in the timeline where Frisk fights Absolute Asriel remember the Omega Flowey fight? These are the same people who fueled Flowey's determination but Flowey could have been injected with a determination cocktail from all six souls, so who's to say whether Flowey has a normal human's allotment of determination or not?
But Chara (apparently) can True Reset, which not even Flowey can resist....but Frisk seems to be able to. However, Frisk is no match for a fully revived Chara. No self-repairing heart hijinx here!
Also, Chara tried to force Asriel to attack the villagers, despite being the nominally helpless absorbed soul, and Asriel had to resist Chara. But then as Omega Flowey, he has total control of SIX SOULS, and is shocked and surprised when they rebel against him. ("No! This can't be happening! You're supposed to obey ME!") Did he know Chara was an unusual soul? Or was his control over Chara so great that Chara's "attempt" to destroy the humans was reduced to egging Asriel on? Are soulless somehow harder for captured souls to resist? ("I see that you souls are shooting raw determination from within the astral plane to try and kick my soul in the dick, too bad that I don't have one! You're just hitting air! ...I don't have a soul I mean. Not a dick. ........Then again, I am a plant now....huh....")

I feel like Determination's impact on the Underground might have something to do with the Barrier. There's a sense that the Underground exists in a very different state of being than the surface, since Flowey has to explain basic things like LV and the SOUL. That's just a hunch, though.
And I'm unreasonably happy that you noticed Flowey-being-the-opposite; that's actually part of why that headcanon exists. I thought a parallel would make sense/explain Chara's revival. I guess we'll never be able to tell whether Frisk's Determination level is normal, since Flowey probably came to life after the other souls were collected and so he'd have no experience with his Determination being overpowered. Although, I doubt that all six humans would've died if they had timeline-altering amounts of DT.
About Chara being able to reset: I am really, honest-to-goodness lost on what you're referring to when you say Frisk is able to resist the demon's True Reset. Brain fart. Please explain?
I never thought about how weird it is that Flowey didn't expect the SOULS' rebellion! I want to say that the idea of a ray of hope at the end of an eternity's resets became something he wanted so much that finally having it didn't leave room for thinking stuff through... But he really should've known better. Maybe he was shutting his existence/memories of being a goatboy out? Maybe the SOULS were so frequently regarded as objects that he forgot they were once people with wills of their own? Whatever the case, you're the first person I've seen bring this up. Kudos to you.

hmmm...about Frisk resisting True Reset: I could've sworn that I had a moment in the Toriel fight it kept the "you could say that you saw her die....but that's creepy" line even though I had gone through a true reset. Of course, I could be wrong.
Thanks for the kudos. I don't know about him forgetting souls are people as an explanation. After, he became convinced that Frisk was Chara, and that Chara was somebody he could reach out to. The last person he could try to bond with. (actually, in Flowey's rant in the genocide run, I got a strange vibe like Flowey kept believing in people and then giving up on them when he was actually with them. He cried out for daddy, but then realized "he felt nothing" when Asgore is pouring his heart out to reassure his Son Flower. He finds Toriel, and thinks that surely, if anyone could do so, it'd be her. But then that fizzles and he's laughing over Toriel's death if she dies in gameplay. The only person he "cares about", whose "any fun to be around" is....the only remaining family member whose dead and gone....hmmmm.)
There have been some fanons out there which suggest that using determination to return to your save point requires an act of willpower to continue since, you know, you just died horribly. And Asriel gives voice to his plan and why he keeps attacking even though Frisk never stays dead, saying that he plans to push Frisk to their limit and break even something that can't die, so maybe he knew what he was talking about there. (In the Omega Flowey fight, he talks about killing Frisk over and over again for amusement, but that could just be Bravado since Frisk only "wakes up" when the player restarts the game, so if Frisk ever gave up, this would be some kind of self-reinforcing feedback loop of discouragement if Frisk ever gave up and stayed dead, its because Flowey's finally blessedly done with him, not that they gave up, and they'd better not resist again after Flowey absorbs them, so they shouldn't try. Of course, then Frisk inspired the others to rebel, even though Flowey was able to appear omnipotent by retaining and abusing Save State powers.)
