This is really cool man. How(if you don't mind me asking) do you save these in photoshop? I always loose so much quality but yours is excellent.

Thanks. I send the PSD file directly to After Effects to render out.
If you don't have After Effects but have a copy of Photoshop CS3 Extended (or better) then you can render out different movie formats instead of trying to cram everything into a GIF.
GIFs have their place, but they seriously limit your color palette. It's up to how much color is in your animation that makes it look grainy or not.
You're limited to 256 colors with GIFs. Just keep that in mind.

How much does a commission (anime bust, and anime bust animation)

At the moment my schedule is pretty full, but I might be able to squeeze in a commission next weekend if you're still interested.
Anime busts are less than $20 at the moment, and the animated ones are around $40.
That's a steal, in my opinion.
