I mean, Hat Girl is an alien capable of beating someone who can teleport, shoot lasers, and has time powers and she is utterly terrified and helpless against Vanessa. Meanwhile Pennywise gets his ass beat by a couple regular human kids. So going with feats, Vanessa should be more powerful. And imo her sudden survival horror level is a lot scarier than Pennywise which I've grown desensitized to through marketing.
