I was born a little late, :v I was in diapers when this was hitting the TV, it would seem. Anyway, I've heard ever more about it recently, and I remember watching the deathbattle between him and Fox on them good old DEATH BATTLE!!!! (I love me sum death battle, okay?) . well, in the end, Fox has more experience with one on one combat, whereas Bucky relies on his allies to help him out. He's used to being a team. Fox has also been through way more shit, and so he has more experience as well, meaning when it came to tooth and nail...Fox was most likely to win.
