Yeah she is at least in a way; it really depends on the comics but she does terrify Barry if only because he hates to make her worry or get her angry. Further I think the authors are using her to fulfill the cliche of the one person, who doesn't have the power being far more scary than the person who can destroy the world. If you've ever watched or read Akira Toriyama's Dragonball series, she's a woman in the same vein as Chi Chi; a rather ordinary (for intents and purposes) woman who has the uncanny ability to terrify her god-like husband and demi-god children, along with everyone else. I guess it boils down to the fact that Iris Allen is a normal woman who shows no care nor fear for the fact that her husband is a superhero no does she show any of the same to his more powerful or scarier colleagues, and that very fact unnerves them (Bats is used to being feared so someone who is immune to his power is someone out of his control, something he fears above all else), there's just something unnatural about someone who without any power can talk down to superman and batman and not show an ounce of fear.
