Vladimir Makarov is really not as evil as everyone says he is.
While I won't deny his actions, he's not trying to bring chaos upon all of mankind or destroy the world. Makarov is more of an idealist angry about the U.S. trying to police worldly affairs through their hypocritical & needless agendas. After all, the U.S. was also responsible for abruptly ending Makarov's career with the Spetznaz.
Makarov's goal is to defeat the U.S & their allies, restore the Russian Empire as the #1 superpower, & become the new Tsar. He's actually an anti-hero who uses extreme measures against his enemies because it is necessary for success.
If Makarov won WW3, he would have been a great Tsar much better than the U.S. government. And for sure he will never become like them because their hypocrisy is why he hates them in the first place. Remember his words:
"For years, the West's hypocrisy has made the world a battlefield. The corrupt talk, while our brothers and sons spill their own blood. But deceit cuts both ways. The bigger the lie, the more likely people will believe it. And when a nation cries for vengeance, the lie spreads like a wildfire. The fire builds, devouring everything in its path. Our enemies believe that they alone dictate the course of history... And all it takes is the will, of a single man."
If I were in the MW universe, I would love to serve him.

BTW, it would be a great idea if MW3 had a bad guys campaign in which you play as members of Inner Circle and win WW3 in your favor. Imagine having the chance to kill Soap McTavish yourself, to kidnap Alena Vorshevsky, getting the launch codes from Boris Vorshevsky, & for the final level play as Vladimir Makarov & kill John Price in an awesome manner.
Since Infinity Ward didn't want to do it for unknown reasons (I hate them for it), it's now up to skilled mod geeks to do that.
