The Mega Man wiki states that it’s unknown if the Copy Bot even has an actual form… I took that as a challenge!

The jist of the idea is shifting panels and no "true" features that would allow you to identify them, such as a face.
The shape of the lower legs is that way as not all the Robot Masters have proper feet, some have treads or tails (I feel they may not be able to replicate Centaur Man... he's a bit of an oddity.) The panels there and on the rest of their body would shift and accommodate this. I feel catching them in this form is exceedingly rare, as chances are they'll mimic whoever comes before them, or at least try to. The only differences would be the colours are slightly faded.
