It's a lovely scene, indeed.
You can basically feel the low temperatures and know it's gonna be snowing soon.

Technically, Gaster being a skeleton is more of a fan theory. Nobody knows what or who Gaster really is besides the creator of the Core. So people make up different designs and backgrounds for the scientist. I believe he is more of a humanoid monster in the sense of having skin, organs, etc, like a human, but more similar to an immortal or undying being like a vampire or phantom. Due to being mostly an easter egg, Toby Fox did not put a lot of information on him besides what we already know from the game. It is possible he is a skeleton, or somehow tied in with the skeleton bros as commonly presumed. However, until Toby reveals more information on this great mystery man, his story will be left unknown. Some of the theories and designs I've seen of Gaster are pretty cool though, and I hope that one day we'll learn just who this monster really is.

He is a skeleton because we can buy on a site idk the name some... things of the characters and sometimes you can get one of Gaster and he is designed as a skeleton and those things that we can buy have been approve by Toby Fox. -w-

Thatβs the tarot card. And I can confirm that the card is not in the set, since I own the tarot card set. So itβs technically not officially released.
Either way he still doesnβt really look like a skeleton. Just ghoulish. Which doesnβt refute the idea that he could smoke anyway.
