This is my entry for 2012.

Information:
[Note: In the universe where my fan-senshi exist, Sailor Moon/Neo-Queen Serenity is a legendary but distant figure. All the same rules apply as developed in Naoko's world, but Sailor Moon and friends never make any contact with the my characters. Also, my universe takes place after the defeat of Galaxia and Sailor Moon's foray in the Galaxy Cauldron. Basically, this takes place in the far future (though before Sailor Cosmos) and far away from our Earth Solar System. It is a time of peace. Additionally, there is something that exists in my universe known as the Soldier Federation. It is reponsible for helping to train and gather Sailor Soldiers as well as monitor for any activity from Chaos.]
Name of Senshi: Sailor Nethuns
Civilian Name: Galene-Neri Malacia
Senshi Realm: Nethuns is an "Etruscan god of water, originally of wells but later also of the sea."(1) Sailor Nethuns' civilian name is Greek and Latin. Galene is a "Nereid Nymphs and the goddess of calm seas."(2) Neri is Etruscan for "water." (3) Malacia is Latin for "a calm at sea."(4) The Etruscans were an ancient civilization that was eventually assimilated into the Roman Republic, which is why I went for Greek and Latin components in her name. Her powers are based on the Estrucan god's control over well-water and the depth of ocean waters. Sailor Nethuns' history also ties in with some of her Etruscan and mythological influences.
Senshi's Powers & Attacks: Nethuns realm of influence is initially over fresh water. As she becomes more powerful she is able to control deep ocean waters, especially relating to the intense pressure that is found in said waters. Additionally, she is able to cause rain on her home planet for the purpose of agriculture, though this does not mean she can control the weather. Rather, it means that Sailor Nethuns is capable of causing water to literally fall from the skies similarly to rain. Even further on she acquires a sword which is used offensively but also, in extremely rare conditions, capable of healing.

Sailor Nethuns has one named attack to start. Despite that, she is able to control limited amounts of water freely. Sailor Nethuns is a strategist and tactician and often uses this to her advantage in addition to her magical abilities.

"Abyssal Drenching Well!"
This is a more powerful and controlled version of how Sailor Nethuns brought fresh water to her planet. With this attack she causes a powerful geyser to spring forth from the ground where she chooses. Nethuns has control over the size of the geyser (within limitations), the speed in which the water erupts, as well as the temperature of the water.

A Short Background: Sailor Nethuns hails from Etruria, a system of nine planets. A representive is chosen from each planet to sit on an Etrurian diplomatic council. It is within this council that trade, politics, and other pressing matters are discussed. The council does not make decisions for the entirety of Etruria, rather the representatives discuss amongst themselves ideas which they then bring back to their home planet and governments as suggestions. Sailor Nethuns is the choosen representative for her planet to sit on the council. She obtained this seat at a young age.

Nethuns, the planet from which Galene hails from, was originally a desert planet composed of one large continent. Nethunian people experience a low standard of living, drought, famine, and a poor economy. Because of the condition of the planet, they are not given a place on the Etrurian council which only serves to frustrate the Nethunians more.

Galene is born into a strong familial line. The Malacians are wealthy and educated. They fight to bring some relief to their planet, whether by trade, charity, or any other means. Because of the discrepancy in the standard of living of the Malacians (as well as others like them) and the Nethunian people, the Malacia family are not liked by the public.

At puberty, Galene discovers her Sailor Soldier abilities in a freak and violent accident. Like most Nethun-dwelling people, Galene cannot swim. Her powers become apparent in a sudden discharge of energy from her body which leaves a small crater in its wake. Galene falls into an unconscious stupor as the crater fills with water created by Sailor Nethuns' awakening. Galene's father saves her from certain drowning. Afterwords, Galene is sent off to the Soldier Federation where she undergoes training for her newly acquired powers.

Upon returning home, Galene uses her abilities over water to generate lakes, ponds, and rivers in the interior of the Nethunian continent. It is through Sailor Nethuns' continued efforts that she brings more sources of water to the planet. Nethuns steadily grows in its sustainability and Sailor Nethuns is lauded as a hero. In addition, she petitions for a seat on the Etrurian diplomatic council which she succesfully acquires. Sailor Nethuns becomes a prominent and powerful figure in her solar system.

In addition to her seat on the Etrurian council, Sailor Nethuns becomes an official ambassador of Etruria to the Soldier Federation. Nethuns quickly rises in rank within the Federation hierarchy. She becomes responsible for training and mentoring newly discovered Sailor Soldiers as well as her primary objective which is to go on field missions to other planets to investigate suspected Chaos activity.

ARTIST NOTES

I am still working on using watercolors. This is my first completed piece using the medium. I really struggled with the skin tone. So much so that I had to rub off the color I did have (which really ate at the paper) to try and correct it. The high of finally finishing it has worn off and now all I can see is the mistakes, haha.

Anyhow! Hopefully the bio wasn't too long! X_X I felt all the details were necessary so that everything would make sense.
