This takes place after Arkham Knight. After Bruce Wayne's unmasking and presume death, Lex Luthor, CEO of LexCorp uses this oportunity to make a move in Gotham in terms of buisness. He vists Barbara Gordon aka. Oracle with an interesting offer....

Lex: Miss Gordon, or should I say...Oracle. I'm glad we could finally meet.
Barbara: How did you....WAIT...how do you know my.....
Lex: Simple really, after Batman unmasking it was easy to deduce the real identities of Batman's allies. Don't worry, these information is strictly confidential. Only I have access to it.
Barbara: What do you want from me?
Lex: Well....I think you know who I am.
Barbara: You're Lex Luthor, CEO of LexCorp. We all know that you're only good philanthropist in the spotlight, while behind the scenes either your company does a lot of illegal activities or you use your resource to take down Superman.
Lex: Yes, some of those things are true, HOWEVER, I have to say that at the end of the day, I am a businessman who uses his company to make the world a better place.
Barbara: While also profiting from it.
Lex: And who is not doing this for the money?
Barbara: Just....what's your point?
Lex: I'm glad you ask. You see Miss Gordon....I have an offer for you.

Lex: Well....I think everyone is aware what happend to you. That clown shot you in the spine, and you had give up not only your life as Batgirl, but also normal life.
Barbara: And I managed to adapt to it!
Lex: I know, I'm very impressed. BUT.....what if I told you I could make you able to walk again?
Barbara: What!?
Lex: Yes. Me and my team of scientist just created special operation program which can repair fatal injuries....including broken spines. Imagine....you can be Batgirl again...you can walk with your boyfriend on a pier again with no problem.....you can run again....I can make that happen Miss Gordon.
Barbara: If you're lying to make me do something.....
Lex: I'm really not. I understand why do you feel sceptical....that's why I give you time to think about it. If you make up your mind....just call me. I'll be waiting....Batgirl.

I wish Gotham Knights was a sequel to Arkham Knight with THESE versions of Bat-Family members, because I would love to see how they feel after Bruce "died". But sadly our GK was crappy game, and real sequel to Arkham Knight is....well...we all know now.
Also yes I use the same plot device like in Injustice Universe in order to have Barbara in the role of Batgirl again.
