I use almost exclusively Photoshop. You can get some good effects with the paintbrush-styled brushes.

I really like the pose, too. It's kinda comfortable, but also a little bit stiff, which works cause her expression shows she's not quite relaxed, that's she's kinda alert. (Or maybe I'm just mixing things up because of the intense catlike eyes)
I like the anatomy here, especially the legs. Though the bend in her body at the waist works very well here...Not too severe but just enough to work just right.
I love the details on her outfit. I love how you detailed the frilly ends of the top, and the folds all throughout.
I like how you pulled off the wavy parts in her hair.
And, of course, I love the coloring. The background has a foggy look to it, and you run with that by paying attention to that lighting as you color her, keeping the colors a little muted and cool and appropriately placing the shadows.
