Now with that out of the way, I'll explain the picture.
Ever sense they were stuffed as children, the sibilings had become less close as a family. They weren't distant, but they just weren't as close.
But in 1987, is where they were really falling apart, almost literally. After Fennecee was torn apart and the Bite of 87, Foxy and Fennecee fell into a long depression, which led to them becoming insecure. This left Seadog, sadened by her sibilings. She wishes to help them, but she can't seem to find a proper way to cheer them up. They make her feel awful, and they don't even realize it because of their selfishness.

Btw, this picture has a little bit of symbolism. For example, the blood on Foxy's lips, and the scraps of Fennecee's suit laying on the ground.
