I don't know the criteria, but in my case we found a 1985 Chevy C10 truck abandoned on my grandfather's property after he died. It ran and drive. So we were able to claim it. The police checked it to make sure it wasn't stolen and impounded it for 90 days and we had to put it in the newspaper like a lost and found ad. Nobody claimed it so all we had to do was get the car out (Which being a small town and police knowing my grandfather, the waved the fees as a condolences thing) and we bought a bond for the appraised value of the truck ($4000. But the bond itself doesn't COST that much. We paid $40 or something) and took the bond to the DMV and bam... they made a title and it was ours.
Makes me want to see if I can do that with that old El Camino.

You would think the people that own these cars would have come to pick them up the week the shop closed it's doors.

It may belong to the closed body shop. It's just sad to see it sitting there like that.
