The truth about Splash Woman being a man, has been finally revealed.The only excuse those lazy grammar checkers who just recycle the same text and forget to change the "him" to a "her", in that cutscene. Either they're intentionally trying to make Roll look stupid for grammar mistakes, only to get into trouble by Splash Woman for thinking she was Ocean Man.
Anyway, joke aside, the 1st design matches perfectly with merman theme, but for some odd reason, I find the 2nd design appealing (probably because I like his surf board). Based on the old MM9 concepts here [link] .

To be honest, I prefer splash woman over another male robot master anyday. best robot master ever. even better than metal man. Her trident deals the most damage to mega man, uses the least weapon energy, only 56 shots and can penetrate through the shields. Metal man is child's play compared to splash woman, who has a creative design, being a mermaid and a first female robot master and her stage theme... awesome. Her boss battle is fun. For those who are saying, "She takes 2 damage units instead of 1 from the mega buster" true, but she makes up for it by being out of range for most of the fight, her attacks are nuts and her fish attack can be quite tricky. Splash woman shows that women are not, and never will be, inferior to men. (I'm looking at you, stuttering Craig from screwattack.com) Bottom line, Splash woman is awesome!

Ah, that's an interesting translation issue. It's more than just "turn words into other words" -- in this case the mapping isn't one-to-one. Japanese doesn't always distinguish between "he" and "she". The English version would've needed extra code to check the Robot Master's gender and pick the right pronoun. (This is also why Google Translate doesn't always get genders right when translating Japanese.)
Know what they should've used? "It"! That solution isn't usually possible, so when you're lucky enough to be translating a game about robots, you should take advantage of it.
