No one person wrote the Bible, each individual book or group of books had a different author.
And the word "man" in this context is "anthropos" in Greek, which means "man" as in "person" not as in "male human" (that's "aner"). The Greek text of this passage is "Para anthropois touto adunaton estin, para de Theo panta dunata."
