Seems to be there is a lack of layers. If you don't have a layers program then you're going to have to draw the line-art in the program yourself.
When you bucket fill colour onto the lineart it leaves the white outlines around the black because the fill colour only filled in the one colour area you clicked on which was the white and not the variations of grey and off white that surround the black stroke created by a brush tool in say Photoshop. when this happens you can either re-outline the line art so it covers over the white spots or if you have the colour and lines on a separate layer you can go around the edges with each colour under the line art to cover up the white spots with colour.
The next thing would be shading, but you say you're a beginner so I'll wish you luck to that. although you could probably pull off simple cell shading rather easily. :3
