Description This is Slicer Hirano, a character for Hybrids of Steel.
She's the head of the largest Sinkuza syndicate clan (there were three, but now only 2 remain).
Essentially, they're kind of the equivalent to the Yakuza in the World of Maia (aka Last Legend, Concrete Jungle, Hybrids of Steel, and Thor's Blood) canon.
Senshin is the head of the other, and while his doesn't have near the number of hers, his faction has incredible strength in their advantage.

Senshin proposes a truce, despite their differences and history, to merge the two together for a common goal of power that could put them in control of the world itself.
If she agrees, he would share the possession and them divy it up as they see fit.
If not...well, he knows where she stands, and better where she'll fall.
Senshin however, truly only desires chaos moreso than power.
So leveling with her on an empathetic level, dangling power like a mouse in front of a cat is a sick game, indeed.
But he only cares about the end result, not dictation on whether the actions to get there are savory or not.

Slicer leads her syndicate coldly, yet familial.
She doesn't appreciate insolence or cowardice, and upholds a level of chivalry even.
She has a relaxed demeanor about her where she comes off as almost care-free in a way.
Though, it can be said that it really just comes down to her subjugating her opponent mentally to play a mind game to frustrate and set them off for her not taking them seriously. Thus, giving her even more of the advantage.

She has identical scars on her face over both eyes, which were given to her in a battle with Senshin, in which she tried to usurp him, feeling he knew not how to lead the clan.
It was in this battle that he tried to take her eyes.
He even spoke in his token haiku form, telling her:
"Irony strikes you.
It can steal sight in a slice,
This reminder stays."

It sent her into a rage, trying to land a direct hit to fatally wound Senshin, she kept missing because of the blood obscuring her vision.
Senshin then left her with another haiku:
"Pain you seek, it seems.
The bigger picture is there.
But still you are blind."

These words he told her confused and annoyed her.
"What the hell does he mean?
What bigger picture?"
She only sought out more power, while he was content with his own.
Is something so wrong with wanting a better handle on life and that of her syndicate members?
She wanted a more beneficial life, for her, for her clan, even Senshin.
In her eyes, she saw Senshin as selfish.
It was in the aftermath of the fight that Slicer left Senshin's Sinkuza clan to fulfill her own aspirations.
As afterward, she set her sight and mind on their rival syndicate clan and made quick work of their leader, thus usurping him and putting her into her current position, as head of the Sato Clan Sinkuza.
Swearing revenge on Senshin, she swore she'd take his life for her own peace of mind for not seeing things her way, and the constant reminder of her transgressional failure.

So, it is after knowing all of this, that you now see why Senshin's offer of truce and sharing dominion was audacious and full of gall, given their past.

Ability-wise, Slicer can cut dimensional passageways open with her weapons as a means for getting around her opponent via teleportation, or taking them with her into a dimensional void. As well as taking them somewhere specific, if she wants to.
And she'll have some of her Sinkuza members assist her in a Hyper/Ultra/Super move that's essentially an overkill execution.

Her three movesets are:
*Heaven's Fall (Alt names I have in mind are Eden's End and Paradise Lost)
*Giant Jitte Gunblade
*Nagamaki hidden in an Oilpaper Parasol

Heaven's Fall is the weapon depicted.
