You are correct. She only played Code Veronica, but when we looked up pictures to make the cosplay, she liked "this claire" better. I forgot about that when I went nuts with the hashtagging.
She loves Resident Evil. The very first costume she ever asked me to make her was Jill Valentine from the side missions in Resident Evil 4

But question is why is such a little girl cosplaying as a character from a horror game? But then again I've played horror games since I was a kid and I turned out fine!
