When the Atlantic flooded Europe, the entire continent was re-shaped. In the West, Scotland became an island, so they decided to become independent. The Windsor dynasty was overthrown and replaced by a new monarchy.
Paris was flooded so France collapsed and was divided in many states such as Alsace, Brittany, Aquitaine, Occitania. After a while, the center of France was colonized by a corporation, Blackspace, a galactic contractor.
Italy exploded too and came back to the era of condottieres and warlords. It is still pretty unstable.
Bavaria took its independence, Germany mostly disappeared, and Netherlands (renamed Neverlands by some drug-addict lunatic) invaded most of the country.
Switzerland, now named 'the Confederation', was mostly untouched and took advantage of the situation by invaded neighbouring countries.
When Russia was nuked and zombified, the Russian government and many citizens fled to Belarus and the two countries became one: the Two Russias. Their new capital city was Miskow. Now the Two Russias are a dictatorship.
Greece, mostly untouched by the floods, decided to reconquer Thrace and founded a new Istanbul: the Great Golden City (mostly a huge seaside resort). Greece is one of the few democracies, but because "democracy is so overrated", they are considering adopting a dictatorship or a monarchy.
Around 2100, Northern Greece, destabilized because of Turkish refugees, took its independence and became the Free Byzantine State, another democracy (ruled by an elected emperor). Other rebels created "the Oracle's Kingdom" and "the Monk Army" -- a coalition of Orthodox monasteries.
In 2074, the SURimperial Armies came to Europe. Far from the democratic paradise it used to be, Europe was now a neo-feudal chaotic hell, and it was pretty easy to invade. They invaded most of Spain, but they were defeated in 2084 by Blackspace, Andorra and Aquitaine and the UK. A peace treaty enabled the UK to get a big chunk of Andalusia and Morocco -- terraformed and nicknamed "New South England".
In 2094, the SURimperial Emperor wed the Duke of Brittany and Brittany became part of the Empire. Now, the SURempire doesn't really care about these provinces - because now, Europe is really poor, quite backwards, obsessed with their glorious past and always quarreling for shitty reasons.
DISCLAIMER. Some towns may be or may not be misplaced, that is because I'm not a geography expert. BUT in some cases, the misplaced towns are on purpose: for example, Nantes would actually be under water, but was rebuilt further away by refugees.
Most of the flags come from Wikicommons. I only did the flags for: UK, Kingdom of the Channel, Blackspace, Two Russias, the Consulate, Cartago, SURempire, Caucasus.
