Back in Generation I, when the games were being developed, Kotora and Raitora were being developed as Electric Pokemon.
Obviously they're based on Tigers but were never included in the original run. They considered bringing them back for Gen II (evidenced by there being Beta sprites for these Pokemon) but that's it. There beta Pokemon have never been seen since.

I'm personally a little disappointed as whilst, yes, we have Raikou as the embodiment of thunder, it's not like Pokmon hasn't multiples of Pokemon of the same animal and type. Skitty, Glameow and Meowth are all Norma-type Cat Pokemon for example. Wouldn't mind seeing them come back.

I was going to try the old black/white, pencil/pen style of drawing but I really wanted to do a colour of this instead.
Highlighting could do with some work but I'm overall happy with it.
