*Insert long winded paragraph of me pointing out how quickly people are gravitating all their comments on S23 towards the bad episode and forgetting all about the other 22 better ones*
This would've worked much better if it had been Nia instead. After the avalanche in BWBA, she would have a believable reason to be scared of snow.
Check out 'Sodor's Christmas Heroes' by AaronCottrel97 on fanfiction.net for this exact scenario.

I hate Panicky Percy so much; it's probably the worst episode of the show. Yeah, I do think it's worse than Apology Impossible. Even that has some points I could defend (to an extent), but PP? I can't come up with a single reason why anyone (or myself) would defend it.

I have one defense: it's not boring. Unlike everything from S13-16.
Yeah I acknowledge its many flaws, but I'm probably the only person who won't just throw anything remotely bad from the new series under the bus the first chance I get.

Yeah, PP was the culmination of Percy's deconstruction beginning with Three Steam Engines Gruff (or The Great Race, depending on what came first).

I think that would have made no difference.

Except you’re forgetting, Henry has faced snow before and isn’t one to be panicky. Don’t try to back this up with Henry’s fear of rain, that was because he was selfish and didn’t like his paint getting wet. That’s different to being afraid of the rain.

The rain was a quick warning to why you shouldn’t try to bring it up in your reply.
If that’s the case, why isn’t Henry cowardly to fire after his accident with his tender?
Again, no difference. He had his mechanical problems sorted out after his rebuild. His infamous crash was just another crash other engines face, and the snow cushioned his landing because if it was grass, he could have ended up like how Hiro ended up when he derailed from the pipes. And so, Henry has no reason at all to be afraid of snow.
End of story.

By the series 8-present writing, yes. By series 1-7 writing, no.
No. Henry’s just not the sort of engine for the role. If any engine should be in the role, it would be one that could have actual snow issues like Nia, because there is no way anybody could shake off the thought of hanging dangerously above such a position. I know Toby and Sir Handel haven’t so easily.

Which still wouldn’t make a difference, and why? Because they rarely address the RWS now.

Panicky Percy makes Percy's New Friends actually watchable.

I see. While I do think the BWBA era handles things better than the New Series and especially the Nitrogen Era, I have to admit, it's not perfect.
