It's a gremlin Hun,
and no,
it was due to radiation poisoning when he was small, he used to live in a house with a human family. But was a pest. He actually was homeless and had no choice. When he was discovered, he was thrown out into a radiation lake and the poisoning messed with his eye. But yes, I guess you could say that. he does have a double persona.
