It appears on the movie, when judy goes looking for Nick, she is in the bridge and Nick is drinking a soda below, look it up!, it is also part of a plot that was not used in the movie, Wild Times Theme Park!

It's the Wilde Times building. It only appeared in concept art and designs for the Original idea for Zootopia, and as a Cameo when Judy went to get Nick under that bridge.

it's briefly shown during the reconciliation scene when judy drives up and nick's under the bridge, i think. rumor has it that it's homage to the scraped Wilde Times story line.
