yes.

my actions change pictures and make a normal photo with editing, not some weird PS file used only in program, so I use flattening settings.

going in History and deleting flattening or just pressing changes above it shows all layers in Layers Palette. then you can adjust settings in layers and make action fit to your photo.

I hope I explained clearly but if there is some not so understandable places, let me know
