The Crash of 2254. The Luxury District has lost power. Suspicously, it tilts towards the sparely-populated Factory District and Park Districts, leaving the Sprawl Districts and Unofficial District (where undocumented numbers of "illegal" people live in the Luxury District's shadow) unscathed. Terrorism is suspected, but never proven.
