LOL; Russia brings Near over to his home, since Near has no home to show Russia. Near gets to dress Russian-style since he would freeze in his pajamas and socks!
I hope any Russians reading this know I'm kidding and don't take any descriptions of Russia here to heart--it's just for the chibi fun factor! 
Russia's human form is from the anime/manga Axis Powers Hetalia, and belongs to Hidekaz Himeruya.
Near is from the anime/manga Death Note, and belongs to Tsugumi Ohba and Takeshi Obata.

Yeah, Russia in the anime dresses in clothes that definitely make sense for cold weather! I practically cosplayed him the other day when it was cold, windy and rainy out, with a long tan trench coat, scarf and boots.
