There are all sorts of programs you can get that can help you to unleash your animated creativity. Adobe Dreamweaver is an example, but I'm sure there are some free and / or cheap ones on the market as well.

Perhaps you can take a course or find an online tutorial. Some of those are quite helpful, actually.
