Long ago I read on Answers.com that Dixie and Tiny Kong were cousins, not sisters. Still unsure if that it still true or not.

They were originally sisters. I donβt know if they still are since they havenβt been referred to sisters since Tinyβs comeback.

From the comments I see, I think I must be in the minority since I actually prefer the newer Tiny design to the older one. 
Anywho, I'm really digging this! And I've always adored the way you draw Dixie, whether it be as a Kong or as a human.

Well, ever since the design change, there actually has been no mention of her relation to Dixie Kong at all. It can be assumed that she's still her younger sister, but it's very much just an assumption. If they keep changing around Cranky Kong's relation to Donkey Kong so much (whether Cranky is his grandfather, his father, or not related at all and just the village elder), I wouldn't be surprised to find out the same was done for Tiny.

Honestly, the reason they couldn't do it to Dixie is that Dixie was already iconic by this time. Tiny really.... wasn't.
Also, she was made tall so she could be a heavyweight character who'd replace Banjo(of Banjo Kazooie fame). Chunky or DK would've been too big, as would Kiddy.
I suppose Lanky was an option, but they decided on Tiny and sized her up accordingly.
So... blame Banjo?
