I don't allow them because, in general, most do no more than drag and drop the wings onto a horse and put no more effort into it than that and it really saddens me to see that.

Ah I see. Hypothetical situation (since I'm a lazy person who doesn't do photomanips) but what if someone made (without your permission, but listen on) a really good horse manip with the wings. Like, it was actually good. Would you get them in trouble or not?

If it was actually very good, I would fave it. However, they should have asked my permission first so that I could browse their body of excellent work so that I could give my permission.

Different possibly-hypothetical question. What if someone made a horse manip that was more than just a horse with wings? Like, with backgrounds, rider/s, tack, or whatnot? Would that be forbidden?

I wouldn't mind if they asked me first so that I could take a look at their gallery and if their work showed that they were doing actual manipulations that invovled more than drag and drop talent I would consider giving my permission.

A bit, yes, because the models look more like they're on top of the background rather than in it as a part of it.
Criteria:
1. One image (cut out) dragged and dropped on top of another with little to no other effort to make things match such as color, brightness, contrast, hue, saturation, etc.
2. Lack of shadow if a significant amount of ground is shown in the image and the lightsource is easily seen.
