It's Rocky, the main character of Lackadaisy, a webcomic series by the super awesome TracyJB .

This is my pixely, choppy rendition of an early comic page, Lackadaisy Sockdolager, where Rocky maliciously sets fire to the farmhouse of some dudes who try to kill him by train and feed him to cat-eating pigs, but have epic fail. It's pretty iconic of his character. >: )

I had to look up the word "sockdolager." It's a conclusive blow or remark, which is, of course, quite fitting for the scene.
