Yup. This one's background was edited in GIMP. The original background is white with those turquoise lines drawn with a crayon to give that glow effect

can i make perfect circles there ? .... circles which are NOT a integration of straight lines like that of the paint i mean...

everything in paint is a straight line... by integrating small dots and straight line, they provide various shapes -_- .... thats why it looks unrealistic.

Well, pixels make up everything anyway... but yes I think you can make perfect circles there.
