Because back in the 80s you couldn't show or imply violence in a cartoon (the turtles weren't even able to use their weapons), especially if you wanted the parents to buy toys afterwards, wich is why tickle torture was very common in animation back then. Also the fact that tickling despite its torturous toll still looks like a comical and childish thing, wich is why comic relief characters were usually the ones getting it. Don Turtelli is quite your basic/random NYC gangster/ mob boss clichΓ© parody and actually changed appearance quite a few times. The funny thing is that by trying to avoid violence they created a whole generation of tickle fetish freaks.
