The relationship between Black Mesa and the US government has always been unclear to me. It is stated to be a government facility (implying proprietorship on the side of the government) but mention is also made of 'corporate' (implying private ownership). After looking into it, it makes sense for Black Mesa to be a part of the National Laboratory System like Los Alamos, Lawrence Livermore, Brookhaven, Oak Ridge, and Lawrence Berkeley.

You see, although National Laboratories are overseen and owned by the Department of Energy, day-to-day management and operation are often handled by limited liability corporations who are created and contracted for this purpose.

The place I put Black Mesa on the map is the unincorporated community of Embudo, which is the outcome you get if you type in 'Black Mesa, New Mexico' in Google Maps. Why is this the case? I don't know.
